Birdshot has no standard about using par three for everything....in fact, I know we've had tourneys on courses where if the design says par four then that's what goes on the card! I know of a few instances when par was NOT 54 because people turned in their cards based on par 54 and it was wrong! Birdshot doesn't set the par....that should be done by the designer...and then we should set up scorecards accordingly.
