Theres lots of courses with busy walking trails: Mozola, TC Jester, Macgregor, Mason, Mcdade. If the park is as big as you say then theres plenty of room for smart design to minimize conflict. TLV is a totally different story, had more to do with discs flying into backyards i believe. What you are looking for is 25-40+ acres for a nice 18 and if you have less than that youd need to go with 9 or you simply dont have enough space there.
