Replace the trees with totem poles! No water required!
Looking at the 2012 Farmers Alamanac, we're not supposed to get regular rain again until September 2012 so this problem isn't going away anytime soon.
We've been lucky at Northside until the last couple weeks as most drought trees have not been key trees on the course. This week is different. We're loosing very large key trees.

As a note, your suggestion of #7 should be done NOW to prevent having to start over. At least for key trees.
