As for registering early, these are local C-tier events...which, to me, are Friday decisions. C'est la vie, I suppose.

I agree! If they were B-tiers then I could see the Prereg as being more important but C-tier events just don't have as much gravity as B's.
I will say that the only events I have seen charge a late fee were A-tier events with maybe a few B's sprinkled in. I personally won't use the PDGA signup unless it is the only option and if it is I likely will not play the event.
