Having a course out in the Tomball area would be great.

Spring Creek is a Harris County park so you would have to deal with them and not the city of Tomball.

There was an object course (4x4 post) installed by the HFDS back in the early 90's. At that time there weren't nearly as many (if any) golfers in that area. Also Harris County never expressed much interest in making it permanent. At the same time courses were finally being installed in other areas so Spring Creek sort of feel by the wayside.

You will get some flooding there if we get heavy rains, but that it true for most parks in the Houston/Harris County area. The layout at Spring Creek makes it a bit difficult to design a smooth flowing course that doesn't interfer too much with the roads or other park users. It's not impossible it will just require a little extra effort.

I like the idea of "18 hole owners", but you will want to put some thought in how you present that to Harris County. The idea shows that you have a lot of support for the course, but you don't want them to get the impression that it's a bunch of individuals all out there "doing there own thing". That's just my opinion, there are plenty of folks around that can give better pointers on how to approach the county than I can.
