Never seen that before, seems to defy physics. Is that even a putter?

Suspended by basket or chain = it counts

Sure it counts. It went in over the lip of the tray, not through it. Run and pop it in.

It's not supported by the chains or the inner cylinder of the basket. It's supported by the rim of the tray, and that does not count under the new rule.
